This is the biggest problem with CAT and Prem.
If you give unlimited subs at half and 5 during play, then teams could look at youth and CAT players coming up, give Prem players a chance to play a half and teach some young kids, give CAT players a chance at Prem fo 20 min. Play everyone equally, take players out; show them what they are doing right or wrong and then send them back into the game.
Without this freedom for teams, the CAT will never reach it's potential.
CAT players will get pissed off for lack of PT because 18 players is too many to carry, but ironically you need 18 players to complete a season without being short. But like most teams, you can only carry 12 or 13 true CAT players that are happy with their PT, the rest are Prem players helping out. So when the Prem team plays 2 games in one week, the CAT will suffer.

My two bits on this whole topic of CAT and why it is or is not working for the VMSL.

First, there are way too many teams for players to play with, thats why you get BCSA saying some players are playing with 2 or more teams in different leagues during the winter. But looking just at the VMSL, you have Premier, Div. 1, Div. 1 CAT, Div. 2, Div. 2 CAT, and also U-21.
I say get rid of the Div. 1 CAT and Div. 2 CAT, put your CAT teams in the open Div. 1 and Div. 2 divisions, but they still can play up with the Premier teams. So a club like Westside, has a Premier team, then a Div. 1 Rangers team, a Div. 2 team, a U-21 team and even a O-35 team. All the players on the Club can play up with Premier team, but also play with the team that they are signed with.

I think that the League was trying to establish this type of Club system with the CAT system, but the problem is, there are still soo many stand alone teams in Div. 1 and Div. 2 that just won't go away or turn into a Big Club system. So if players out there want to stay in Div. 1 or Div. 2, they can, and still be part of a CAT system for a Premier Club.

Last, why have a CAT team of all young guys and then also a U-21 team, it is just stretching player resources even thinner than they are. Have a U-21 team for the players coming out of youth that can't make the big jump to mens and then the others playing in Div. 1 or Div. 2 with the CAT system.

The stand alone CAT Divisions are not working, because players do not want to play in them, but I am sure players would play for a good Div. 1 team and be apart of a CAT system.

Has anyone seen the div 1 A side lately? It now has "3" teams from last years div 2, and no relegated premier team! :confused: Last years div 1 sides were nowhere near as lopsided as this years. The term "chalk and cheese" springs to mind.......BRUTAL!!!
