also, why not seed everybody, or at least more than 4....
It detracts from the tournament, in my opinion. And yes, I'm aware that reserve teams play in domestic cups in countries like Germany and Spain.
If you weren't aware, the USSF has barred MLS reserve teams from participating in the US Open Cup as of the 2016 competition.
I can think of some reasons not to have the CAT teams in the tournament sure, but how does it "detract from the competition"?

Call me an Anglophile, but I don't enjoy watching stiffs in cups. There's a reason the CAT system is kept separate from promotion and relegation; should that perhaps not that also apply to cup competitions?
