that's literally how the government reports it, but CBC seem to be taking liberty with replacing the word doses with people

Shouldn't it read, "So far, 444,140 people have received a dose of a COVID-19 vaccine, and of those, 87,093 have received their second dose."?

I feel like this is kinda like Where's Waldo.

The correct way to report it should be:

87,093 people have received 2 doses
269,954 people have received only 1 dose

OR

357,047 people have received at least 1 dose

Yeah, I think @Regs question is whether it was intentionally being made ambiguous by CBC or the government... in order to present something being done better than it is.
