The PayPal User Agreement states that PayPal, at its sole discretion,
reserves the right to close an account for any violation of the User
Agreement. Under the User Agreement, PayPal prohibits the use of its
services for gaming activity. This includes, but is not limited to:
casinos, lotteries, raffles, sports betting, horse racing, and any game
that has a significant level of chance. Specifically, section 7.2 of the
User Agreement states:
7.2 Restricted Activities. Your information and your activities
(including your payments and receipt of payments) through our Service shall
not: (d) be related in any way to gambling and/or gaming activities.
Your website falls within PayPal's definition of "gaming activities"
because it is not purely skill based and has factors contributing to
randomized outcomes.
We are hereby notifying you that, after a recent review of your account
activity, it has been determined that you are in violation of PayPal's
Acceptable Use Policy. Therefore, your account has been closed.
Enforcement of our policies is not reflective of seller status or volume of
sales.
You will need to remove all references to PayPal from your website(s)
and/or auction(s). This includes not only removing PayPal as a payment
option, but also the PayPal logo and/or shopping cart. We thank you in
