Strange move. When bcsa moved from downtown, many youth Districts and adult leagues advised they wanted the office somewhere central and bcsa staff also wanted somewhere central or with easy access to skytrain.
Other question, why does bcsa need guaranteed access to fields? With the establishment of the HPL, people realized that clubs should develop players, not bcsa, so bcsa provincial teams did not need to practice 12 months a year. Maybe the desire to have fields in Poco demonstrates that HPL teams are not doing a good job of developing players and bcsa feels it needs to train and develop the best players.

100% because they are copying Ontario who have the "Ontario Soccer Center" located in Vaughan, about 20km from downtown Toronto.

L1BC is a copy of L1O.

They hired their Director of Operations from Ontario Soccer.

I'm sure there are or will be additional people/ideas borrowed from the center of the universe
