Can everyone confirm the round of 16's start on the weekend of the 23rd? and go week to week to the finals on the 14th. (with no break between semi's and finals) correct?

Yes, that's correct.

The only one that starts early (April 16/17) is Mens Provincial B Cup which has 24 teams.
