No changes to A/Masters, but some significant changes to B/U21.

B expands to 24 teams. I expect the competition will be really watered-down now, and there will be some big blowouts. Also, I think it's time to put some seeding in this competition. It's a bit farcical that 5/7 RSSL top flight teams will be in the competition this year.

No word yet on how each league will assign their additional allocations.

I think it means whatever team wins the BCs the previous year, the league that they represented gets an additional spot for the current year's competition.

They're not competitions. They are allocations. 1 spot to the league from which last year's champion came.

Since inquiring minds wants to know, here's the VMSL Qualification breakdown (Note: this was sent to all VMSL Managers TWICE -- in Dec/Feb):

VANCOUVER METRO SOCCER LEAGUE

PROVINCIAL CUP NOTICE — 2013-12-04

PROVINCIAL CUP QUALIFICATIONS

OPEN MEN’S – ‘A’ CUP: Seven teams from the VMSL will qualify—the 2 finalists from the Imperial Cup plus the 5 teams with the most points in the Premier Division standings.
The Premier Division champions, and the Imperial Cup champions will be seeded.

MEN’S ‘B’ CUP: Six teams from the VMSL will qualify—the 2 finalists of the Division 2 League Cup, the 3 group winners in the Division 2 standings, plus the second place team with the most points in the Division 2 standings.
If the finalists of the Division 2 Cup are also at the top of one of the Division 2 groups, then the next team in the standings will qualify for the Provincial Cup.
There are NO seeds in the ‘B’ Cup.

MASTERS’: Six teams from the VMSL will qualify—the 2 finalists from the Masters’ ‘A’ Cup plus the 4 teams with the most points in the Masters’ Premier Division standings.
The Masters’ Division champions will be seeded.

UNDER 21 CUP: Six teams from the VMSL will qualify—the 2 finalists from the Under 21 League Cup plus the 4 top teams in the standings at the end of the regular season.
The Under 21 Division champions will be seeded.

Regarding being sent to managers, that's great and all but if you are not a manager and have an interest in the league, how are you supposed to know?

Captain obvious says, ask a manager ;)

But I fully agree it should be publicly accessible.

And who is representing the PCSL? If I remember Khalsa dethroned UBC last year but I cant see how they could have a team in the provs, due to a mashup of vmsl players?

VISL(5) and FVSL(4) get 9 first round games and the VMSL get to play out the rest of the tourney to themselves.
